The Cut out Online Piracy Act is a bill working its way through Congress, introduced by House Judiciary Board Chair and Texas Republican Lamar Smith, along with 12 co-sponsors, in October of last year. The conviction behind the bill is to allow intellectual property owners to pull the plug on sites against whom they have a copyright application.

According to the OpenCongress summary , "This bill would establish a system for taking down websites that the Equity Department determines to be dedicated to copyright infringement. The DoJ or the copyright P would be able to commence a legal action against any site they deem to have "only meagre purpose or use other than infringement," and the DoJ would be allowed to demand that search engines, societal networking sites and domain name services block access to the targeted site. It would also gain unauthorized web streaming of copyrighted content a felony with a possible amercement up to five years in prison."

The Protect IP Act is a proposed law under consideration in the Senate, introduced by Vermont senator Patrick Leahy in May of last year. The act's stated end is to give the US government and copyright holders additional tools to curb access to "rogue websites dedicated to infringing or pseudo goods", especially those registered outside the U.S.
